Program Resumes with In-Person Training
From May 9-20, 2022, the long-suspended 82nd WCO Leadership Development Program recommenced at WCO headquarters in Brussels. Customs officials from 16 nations participated in this two-week leadership and management development workshop. This session marked the second phase following an online course conducted between September and October 2020, designed to enhance participants' leadership capabilities and professional expertise to better drive modernization efforts in their respective customs administrations.
Evolving Challenges for Global Customs
In today's increasingly globalized environment, customs authorities have expanded beyond traditional revenue collection roles. They now serve as gatekeepers of international trade while simultaneously safeguarding economic and social security. Customs administrations worldwide face unprecedented challenges including growing trade volumes, emerging trade patterns, and sophisticated smuggling and fraud techniques.
Technological advancements simultaneously present transformative opportunities. Emerging technologies like big data analytics, artificial intelligence, and blockchain are revolutionizing customs operations, enhancing both efficiency and intelligence capabilities. Harnessing these opportunities while addressing challenges requires a new generation of customs professionals equipped with global perspectives, innovative thinking, and exceptional leadership skills.
Human-Centric Leadership Development
The workshop focused on contemporary leadership and management principles through interactive exercises and self-reflection activities. Moving beyond traditional command-and-control models, the program emphasized people-oriented approaches that unlock team potential through empathetic management practices.

Future Program Components
The 82nd cohort will subsequently conduct field observations at partner customs administrations to examine operational models firsthand. WCO will additionally provide ongoing professional development through digital courses, specialized workshops, and international conferences.
The program received financial support from China, Japan, and South Korea, benefiting customs officials from Armenia, Bahamas, Bangladesh, Cambodia, Cameroon, Gambia, Georgia, Iran, Kenya, Liberia, Malawi, Mongolia, Nigeria, Philippines, Tanzania, and Thailand.
