
When organizations face critical transformation, what do they need most? Advanced technology or ample funding? Perhaps more essential is a team with exceptional leadership and management capabilities. Recognizing this need, the World Customs Organization (WCO) conducted a specialized Leadership and Management Development (LMD) workshop for China Customs in Guangzhou from November 5-15, 2012.
Workshop Overview: Enhancing Management Capabilities
The program brought together 15 senior officials from various departments of China's General Administration of Customs (GACC). Led by WCO Secretariat representative Daniel Perrier and Dutch customs expert Rob Jansen, the workshop focused on key competencies:

- Personnel management: Strengthening team-building and performance evaluation skills

Curriculum Design: Blending Theory with Practice
The workshop employed interactive methodologies including case studies, group discussions, and role-playing exercises. In leadership modules, participants analyzed different management styles through self-reflection exercises. Change management sessions featured real-world case analyses of successful and failed organizational transformations.

GACC officials praised the workshop's practical approach and expressed interest in establishing a sustainable leadership development program. The WCO affirmed its commitment to supporting China's customs modernization efforts through continued capacity-building initiatives.
