This initiative forms part of an agreement between WCO and BCED, funded by the Inter-American Development Bank (IDB), aimed at enhancing trade facilitation in the Bahamas. The groundwork was laid in May 2018 when WCO conducted a comprehensive assessment using its "Diagnostic Tool on Classification, Valuation, Origin Work and Related Infrastructure" to evaluate the Bahamas' existing systems. The subsequent workshop held in Nassau from February 18-22, 2019 translated these findings into actionable implementation plans.

The five-day workshop brought together 16 Bahamian customs officials to focus on four critical components:

  • Standardizing decision templates: Creating legally binding templates that consistently present essential information including product descriptions, tariff classifications, origin determinations, valuation methodologies, applicable legal provisions, and validity periods.
  • Enhancing information accessibility: Producing user-friendly guidance materials distributed through multiple channels including customs websites and trade publications, complemented by regular training sessions.
  • Building a searchable database: Implementing an advanced digital repository with robust search functionality, enabling businesses to efficiently reference relevant rulings through keyword searches, category filters, and full-text retrieval.
