From March 27-28, 2014, Brussels hosted the 9th Global Meeting of Regional Capacity Building Offices (ROCBs), Regional Training Centers (RTCs), and Vice-Chair Offices, held concurrently with the 5th Capacity Building Committee (CBC) and 13th Integrity Sub-Committee (ISC) meetings. Nearly 60 representatives from across the globe convened to strengthen collaboration between WCO and regional institutions for more effective member support.
The meeting reaffirmed ROCBs' and RTCs' commitments to capacity building while clarifying their responsibilities in key areas: WCO's annual capacity building needs assessment, donor engagement, and regional expertise identification. The WCO Secretariat proposed discussions on a "Training Diagnostic Tool" to assist RTCs in supporting national training centers, while also addressing WCO expert deployment strategies.

Participants analyzed ROCBs' and RTCs' best practices and challenges based on a 2013 survey, facilitating cross-regional learning.
