The "Customs Audit Master Trainer Programme (MTP)" is cultivating a cadre of skilled customs audit specialists, injecting new vitality into regional trade development.
A Shared Vision for Sustainable Capacity Building
Under the WCO/JICA joint initiative, customs administrations from Burundi, Kenya, Rwanda, Tanzania, and Uganda are participating in the MTP to establish sustainable capacity-building systems. The program's core objective is developing experts proficient in both customs audit practices and training methodologies, enabling localized knowledge transfer.
MTP: Developing the Next Generation of Audit Specialists
The Customs Audit Master Trainer Programme forms a crucial component of trade facilitation and border control efforts, enhancing professional capabilities in customs auditing across East Africa. Eighteen participants have engaged in progressive MTP activities, mastering effective audit implementation while developing essential training skills through:
- Theoretical instruction: Systematic study of customs audit principles including risk management, data analysis, and audit techniques
- Case studies: Analysis of real-world customs audits to identify risks, gather evidence, and assess losses
- Practical simulations: Application of theoretical knowledge through mock audit scenarios
- Training methodology: Instruction in curriculum design, pedagogical approaches, and evaluation techniques
Overcoming Pandemic Challenges Through Virtual Collaboration
Despite COVID-19 disruptions, participants maintained learning continuity through weekly virtual meetings since May 2020. This "Virtual Working Group" format facilitated ongoing collaboration with WCO and JICA experts to refine training materials and enhance instructional skills.
By October, the group had conducted 21 virtual sessions, completing comprehensive reviews of training materials covering:
- Risk assessment methodologies for identifying high-risk trade activities
- Data analysis tools for detecting potential non-compliance
- Audit techniques for evidence collection and loss quantification
- Legal frameworks ensuring audit compliance
These finalized materials will serve as key resources for internal training programs across East African customs administrations.
Phase Two: Enhancing Training Competencies
Beginning November 2020, the program's second phase focused on developing participants' instructional capabilities, including:
- Designing targeted training curricula for diverse audiences
- Employing varied teaching methods including case discussions and role-playing
- Implementing comprehensive training evaluation systems
- Developing effective communication strategies for learner engagement
This phase aims to transform participants into both subject matter experts and skilled instructors capable of knowledge transfer.
