What keeps global trade flowing smoothly? Beyond increasingly sophisticated logistics networks, the efficiency and professionalism of customs administrations worldwide play an equally crucial role. The capacity building of these customs teams relies heavily on specialized training systems. Imagine if customs officers in every country could receive training aligned with international standards – global trade efficiency would reach unprecedented heights. The World Customs Organization (WCO) is actively working to make this vision a reality.
WCO Technical Assistance Boosts Ukraine RTC
On April 26-27, 2017, responding to a special request from Ukraine's State Fiscal Service, the WCO dispatched a technical assistance mission to Khmelnytskyi, Ukraine, to assess the current status of its Regional Training Center (RTC). The primary objective was to help the Ukrainian RTC clarify its role and strategy in European customs capacity building under its new organizational structure while enhancing its training capabilities.
The Ukrainian RTC relocated to Khmelnytskyi in 2016 following Ukraine's institutional restructuring. Now operating under the Professional Training and Canine Services Department of Ukraine's State Fiscal Service – which also hosts the WCO Regional Dog Training Center (RDTC) – the Khmelnytskyi facility became the 26th member of the WCO RTC network.
The WCO mission conducted a comprehensive evaluation of the RTC's current operations, examining its role definition, governance principles, and implementation of best practices from other RTCs. This assessment aimed to better integrate Ukraine's center into the global RTC network.
Focusing on Core Functions: WCO Experts Provide Guidance
The workshop officially opened by RTC-RDTC Director Andrii Voitseshchuk featured in-depth discussions between Ukrainian officials and WCO Secretariat experts on key operational aspects:
- Institutional Status: Defining the RTC's position within Ukraine's customs system to ensure training independence and authority
- Team Structure: Determining optimal staffing levels and resource allocation to support training activities
- Strategic Planning: Developing clear long-term objectives aligned with national customs development strategies
- Financial Management: Establishing sustainable funding mechanisms and efficient financial controls
- National Liaison: Creating effective communication channels with national customs authorities
- Digital Presence: Enhancing visibility through professional websites and outreach programs
- Regional Training: Designing high-quality programs tailored to regional needs
- Staff Development: Ensuring continuous professional growth for RTC personnel
Participant Feedback: A Highly Valuable Workshop
The two-day workshop received overwhelmingly positive feedback from participants, who described it as highly productive and significant for Ukrainian customs administration. Attendees gained clearer understanding of the RTC's pivotal role in designing, managing, implementing, and monitoring WCO capacity-building activities, along with recognizing the importance of close collaboration with WCO Secretariat and Regional Office for Capacity Building (ROCB).
Future Outlook: Integration and Regional Development
The WCO assistance has charted a clear path forward for Ukraine's RTC. With WCO guidance, the center will refine its strategic positioning while strengthening cooperation with other RTCs to elevate customs capacity across Europe. Key development areas include:
- Deepening engagement with WCO initiatives and peer RTCs
- Expanding training portfolios to address regional needs
- Innovating delivery methods through digital solutions and practical simulations
- Implementing robust evaluation systems for continuous improvement
- Enhancing promotional efforts to increase participation
Through these measures, Ukraine's RTC is positioned to become a cornerstone of European customs capacity building and trade facilitation.
The WCO RTC Network: A Global Capacity-Building Platform
The WCO's worldwide RTC network serves as a vital mechanism for advancing customs modernization. These regionally distributed centers deliver standardized training and technical assistance, disseminating advanced customs management concepts globally while enhancing enforcement capabilities and service quality.
The network contributes significantly to global trade security and facilitation by equipping customs professionals to combat smuggling, fraud, and intellectual property violations while fostering international cooperation against transnational crime.
As global trade evolves, the RTC network's importance continues growing. The WCO remains committed to strengthening this system for greater impact on worldwide customs capacity.
Conclusion: The Continuous Journey of Capacity Building
Customs capacity development represents an ongoing challenge in our rapidly changing trade environment. The WCO RTC network provides essential learning platforms and resources for customs administrations worldwide. With sustained WCO support, these institutions will continue enhancing their capabilities to support thriving global commerce.
