WCO Boosts Trade Security with Training for Francophone Nations

The World Customs Organization (WCO) Strategic Trade Control Enforcement (STCE) project held a 'Train the Trainer' workshop for French-speaking countries. The aim was to enhance customs enforcement capabilities in strategic goods trade control and prevent the illicit cross-border movement of weapons of mass destruction and related items. Participants acquired core knowledge of strategic trade controls, enforcement skills, and training techniques, laying the foundation for a multilingual team of experts. This initiative strengthens global efforts to combat proliferation and secure international trade supply chains.
WCO Boosts Trade Security with Training for Francophone Nations

As global security challenges grow increasingly complex, the illicit trafficking of weapons of mass destruction (WMD) and related items poses a significant threat to international stability. The World Customs Organization (WCO) has reaffirmed its commitment to combating these illegal activities through its Strategic Trade Control Enforcement (STCE) program. From March 3-12, 2020, the WCO successfully conducted a "Train-the-Trainer" workshop in Brussels specifically designed for French-speaking customs officials.

Program Background and Strategic Importance

The STCE initiative represents a cornerstone of WCO's strategic plan to protect global communities from WMD threats. By enhancing customs officials' capabilities in strategic trade control enforcement, the program aims to prevent the cross-border movement of prohibited items. Recognizing the linguistic diversity among customs administrations worldwide, the STCE program has prioritized building a multilingual expert network. Previous workshops conducted in English, Spanish, and Russian laid the foundation for this French-language training session.

Workshop Outcomes and Achievements

The Brussels workshop brought together 15 participants from 13 member customs administrations. Over eight intensive days, attendees received comprehensive instruction in:

  • Fundamentals of strategic trade control
  • Advanced enforcement techniques
  • Risk assessment methodologies
  • International legal frameworks
  • Effective training delivery methods

Participants who successfully completed the program earned pre-certified STCE expert status, qualifying them to conduct domestic training sessions and participate in field missions. All attendees acquired sufficient knowledge to enhance their national customs administrations' awareness of security-related issues.

Comprehensive Capacity Building Framework

The STCE program extends beyond training workshops to offer a robust support system:

  • Technical Assistance: Expert teams provide specialized consultation on case analysis and risk evaluation
  • Diverse Learning Formats: Customized training solutions including e-learning modules and in-person workshops
  • Operational Resources: Practical tools such as strategic goods checklists and best practice guidelines
  • International Collaboration: Platforms for information exchange and joint enforcement initiatives

Future Directions and Recommendations

The successful French-language workshop marks significant progress in the STCE program's multilingual expansion. To further strengthen program effectiveness, key recommendations include:

  • Enhancing engagement with French-speaking customs administrations to identify specific operational requirements
  • Expanding training opportunities to reach broader segments of customs personnel
  • Developing additional French-language training materials and reference documents
  • Establishing a network of French-speaking STCE experts to facilitate knowledge sharing

Through these measures, the STCE program continues to advance global security by empowering customs administrations to effectively monitor and control strategic trade activities.
