Philippines Boosts Customs Oversight with STCE Project

The WCO's STCE Project provided training support to the Philippine Customs on strategic goods control. Through online training, Philippine Customs officers enhanced their capabilities in strategic trade control, risk management, and the application of the Strategic Trade Atlas. The project strengthened cooperation between Philippine Customs and domestic agencies as well as international partners, contributing to national security and the international trade order. This initiative improved the effectiveness of customs operations in preventing the illicit trafficking of sensitive items and promoting responsible trade practices.

In the vast ocean of global commerce, the flow of goods surges like tidal waves, creating a spectacle of prosperity. Beneath this seemingly calm surface, however, lurk numerous hidden risks—submerged reefs threatening the safety of navigation. Among these dangers, the illicit trafficking of strategic commodities stands as one of the most perilous undercurrents.

This shadow trade not only directly threatens national security and undermines social stability but also severely disrupts international trade order and fair competition, casting long shadows over the healthy development of the global economy. Facing this formidable challenge, the World Customs Organization (WCO), as the global leader and coordinator in customs matters, has shouldered the responsibility of safeguarding international trade security and order.

The STCE Program: A Beacon Against Illicit Trade

The WCO's Strategic Trade Control Enforcement (STCE) program emerges as a guiding light in the fight against the increasingly rampant trafficking of strategic goods. More than just a training initiative, STCE represents a comprehensive solution integrating knowledge, technology, experience, and resources.

At its core, STCE embodies the philosophy of "teaching to fish"—equipping member customs administrations with sustainable capabilities rather than temporary solutions. Through this program, customs agencies worldwide enhance their ability to identify, assess, and counter risks associated with strategic goods trafficking, thereby protecting national security, preserving economic interests, and fostering international cooperation.

Philippine Customs: A Model of Proactive Engagement

The Bureau of Customs Philippines has emerged as a standout participant in the WCO's initiatives. Following the conclusion of "Operation Cosmos ASEAN" in February 2020, the WCO encouraged members to strengthen capabilities against strategic goods trafficking, offering training support that the Philippines promptly embraced.

From November 17-20, 2020, Philippine customs officials underwent systematic STCE training—not merely as an educational opportunity but as a transformative capacity-building experience. The training provided deeper understanding of strategic trade controls and clearer methodologies for risk identification, laying groundwork for planned in-person training in 2021 to translate knowledge into operational effectiveness.

Comprehensive Curriculum: Theory Meets Practice

The training program delivered a robust curriculum blending theoretical foundations with practical applications:

  • National Framework: Experts from the Philippine Strategic Trade Management Office (STMO) detailed the country's legislative and institutional framework for strategic trade controls.
  • Audit & Risk Management: Focused sessions taught methodologies for identifying high-risk shipments through systematic auditing and risk assessment techniques.
  • Strategic Trade Atlas: Participants gained hands-on experience with this analytical tool developed by the EU Joint Research Centre and U.S. Department of Energy, which visualizes global trade flows of strategic commodities.
"The STCE national training provided invaluable knowledge over four days while creating excellent opportunities to strengthen interagency cooperation with STMO," remarked one participant, reflecting the program's dual impact on both individual capability and institutional collaboration.

Multilateral Support Strengthens Defenses

The training's success stemmed from coordinated international support:

  • An STCE-certified trainer from Indonesian Customs shared operational expertise and field practices
  • Technical specialists from the U.S. Department of Energy contributed advanced methodologies

Looking Ahead: Expanded Cooperation

The WCO plans to continue STCE programming through 2021 with additional webinars, virtual national/regional trainings, and eventual resumption of in-person activities alongside expanded regional operations. This sustained effort aims to help more nations develop strategic trade control capacities, collectively building a more secure international trading environment.

Strategic Trade Atlas: Visualizing Global Risks

This innovative tool transforms complex trade data into actionable intelligence through:

  • Interactive visualization of strategic goods import/export patterns
  • Country-specific analysis of trade control policies
  • Detailed commodity classification for targeted research

Audit & Risk Management: Operational Essentials

Effective controls rely on systematic approaches including:

  • Developing risk assessment frameworks to identify high-risk jurisdictions and entities
  • Enhancing intelligence collection and analysis for timely threat detection
  • Implementing targeted inspections based on risk profiling
  • Strengthening international information sharing and cooperation

Through STCE engagement, Philippine Customs has made measurable progress in strategic goods control. Moving forward, continued collaboration with WCO, STMO and international partners will further enhance capabilities to safeguard national security and global trade integrity.
