
Amid global pandemic disruptions and strained international cooperation, West African customs officials have demonstrated remarkable resilience in enhancing their professional skills to safeguard regional trade security. The "Mentor Training Program" (MTP), jointly implemented by the World Customs Organization (WCO) and Japan International Cooperation Agency (JICA), has emerged as a successful solution to this challenge.
The Urgent Need for Customs Capacity Building in West Africa
While West Africa plays an increasingly important role in global trade, the region faces significant challenges including smuggling, fraud, and security threats. Recognizing these challenges, WCO and JICA launched the MTP initiative to develop a cadre of highly skilled customs experts and create localized training materials for sustainable capacity building.
Program Objectives and Participating Nations
The MTP focuses on cultivating mentors proficient in Risk Management (RM) and Intelligence Analysis (IA) who can effectively transfer knowledge to other customs personnel. Participating countries include Benin, Burkina Faso, Côte d'Ivoire, Ghana, Nigeria, and Togo, all working collaboratively to enhance intelligence-driven risk management across the region.
Innovative Virtual Training During Pandemic Challenges
When COVID-19 disrupted traditional training methods, the MTP adapted by establishing a Virtual Working Group (VWG) in September 2023. Eighteen participants from six countries engaged in weekly online sessions supported by WCO, JICA, and Japanese customs experts.
The virtual format offers several advantages:

- Cost efficiency by eliminating travel and accommodation expenses
- Strong interactivity through discussions, case studies, and role-playing exercises

Phase One Achievements: Developing High-Quality Training Materials
After ten intensive sessions, the VWG completed its first phase with significant accomplishments. Participants thoroughly reviewed and revised existing training materials to better suit West African contexts, covering all aspects of RM and IA. These materials are being translated into both English and French for wider regional accessibility.
Future Directions: Continuous Improvement
The program's second phase, scheduled for February-March 2024, will focus on refining training materials and conducting practice sessions to ensure effective knowledge transfer. Ongoing support from implementing organizations will help participants further develop their skills.
