Partnering with the World Customs Organization (WCO), Sudanese customs officials conducted an intensive five-day National Customs Training Management Workshop, marking a strategic transition from traditional experience-based training to a modern professionalized system.

The workshop represents not just a milestone in Sudan's customs governance reform, but a practical implementation of international standards through the WCO's Customs Professionalism Principles and Practice Framework .

Thirty-five senior customs officers engaged in comprehensive discussions about developing competency-based, performance-oriented learning strategies. Participants unanimously agreed that training must transcend isolated educational activities and become intrinsically linked to administrative strategic objectives, ensuring every curriculum component translates into tangible operational capabilities.

Three Pillars of Reform

The workshop yielded concrete outcomes across three critical dimensions of customs professionalization:

Standardized Processes: Officials established detailed Standard Operating Procedures (SOPs) covering the full training cycle—from planning and development to delivery and evaluation—creating a replicable system with built-in continuous improvement mechanisms.

Transparent Career Pathways: The new framework introduces clear, progressive career development opportunities designed to stimulate internal motivation and create a self-reinforcing cycle of learning, application, and professional growth.

Multilayered Assessment: Moving beyond traditional attendance records and final examinations, the system implements comprehensive evaluation protocols to precisely measure how training contributes to both individual performance and organizational effectiveness.

Funded by the Japanese government, this initiative represents Sudan's first major implementation of the PICARD professional standards. By adapting international best practices to local contexts, Sudan is building a contemporary, highly specialized customs training system that will strengthen international trade oversight while streamlining cross-border clearance procedures.
