Serbia Boosts Customs Strategy with WCO Assistance

Imagine a vast and complex organization, like a giant ship navigating the open sea—how can it ensure it stays on course and reaches its destination efficiently? The answer lies in clear strategic planning and precise performance measurement. For customs authorities tasked with safeguarding national economic security, this is especially critical. Recently, with strong support from the World Customs Organization (WCO), Serbia Customs has taken significant strides toward this goal, upgrading its strategic planning and performance indicator systems.

International Collaboration: Synergy Between PMFE and Mercator Programs

This strategic capacity-building initiative for Serbia Customs is the result of close cooperation between two major WCO programs: the Trade Facilitation Global Plan (PMFE) and the Mercator Programme. The PMFE, jointly launched by the Swiss State Secretariat for Economic Affairs (SECO) and the WCO, aims to enhance trade facilitation in developing and transition economies through capacity-building and technical assistance. The Mercator Programme, WCO’s flagship initiative, focuses on implementing the Trade Facilitation Agreement (TFA), offering comprehensive support in legal framework assessments, operational process optimization, and capacity development.

In Serbia, the synergy between PMFE and Mercator has strengthened the strategic management capabilities of the Customs Administration of Serbia (CAS). Through tailored technical assistance and expert guidance, the WCO has helped CAS identify strategic objectives and establish effective performance indicators to better measure and manage outcomes. This international collaboration has not only improved Serbia Customs’ operational efficiency but also injected new vitality into the country’s economic development.

Strategic Planning and KPIs: Twin Engines of Customs Modernization

Strategic planning and key performance indicators (KPIs) are the twin pillars of modern customs management. Strategic planning provides direction, clarifying customs’ role and responsibilities in national economic development. A well-defined strategy enables customs to allocate resources effectively, streamline processes, and enhance efficiency, ultimately serving trade growth and national security.

KPIs, meanwhile, serve as benchmarks to measure customs’ performance. By setting clear, quantifiable KPIs, customs administrations can objectively assess progress toward strategic goals, identify gaps, and implement corrective measures. An effective KPI system not only improves internal management but also enhances transparency and accountability to external stakeholders.

Serbia Customs’ Strategic Upgrade

From September 10 to 20, 2021, the WCO organized a customized online workshop for Serbia Customs, focusing on strategic planning and KPI system development. The workshop brought together senior officials and department heads from Serbia Customs to enhance overall strategic management capabilities, particularly in optimizing KPIs to better evaluate progress toward strategic objectives.

The workshop combined theoretical instruction with practical exercises, using in-depth discussions and case studies to deepen participants’ understanding of strategic management and KPI development. WCO experts also assessed Serbia Customs’ current systems and provided targeted recommendations for improvement.

Following the workshop, the WCO team proposed concrete steps to refine Serbia Customs’ strategic management framework, including the development of a strategy map and reinforced KPIs. These recommendations aim not only to improve tracking of strategic goals but also to holistically measure overall performance.

Key Recommendations from WCO Experts

  • Adopt a Strategic Mindset: Serbia Customs must fundamentally shift its approach, embedding strategic management into daily operations. This requires breaking down silos, fostering cross-departmental collaboration, and ensuring all staff understand and align with strategic objectives.
  • Develop a Strategy Map: A strategy map—a visual management tool—can decompose strategic goals into actionable plans, clarifying departmental roles and tasks. This will help Serbia Customs prioritize initiatives and ensure coordinated efforts.
  • Strengthen KPIs: Serbia Customs should establish a robust KPI system to quantify progress toward strategic targets. This will facilitate timely adjustments and bolster transparency and accountability.

Broader Implications of the Strategic Upgrade

Serbia Customs’ modernization holds significance beyond its borders, offering valuable lessons for other developing and transition economies. By emulating Serbia’s practices, other nations can elevate customs management, facilitate trade, and drive economic growth.

Specifically, Serbia Customs’ strategic upgrade is expected to yield the following benefits:

  • Operational Efficiency: Streamlined processes, reduced costs, and enhanced service delivery for trade.
  • Risk Management: Improved intelligence gathering and risk mitigation to safeguard national security.
  • Transparency and Accountability: A robust performance evaluation system to build public trust.
  • Global Cooperation: Strengthened partnerships to combat smuggling and fraud, ensuring orderly global trade.

With sustained WCO support, Serbia Customs’ modernization gains momentum. A more efficient, transparent, and accountable customs administration will play an increasingly vital role in Serbia’s economic development and security—while setting a benchmark for global customs reform.
