From May 13 to 16, 2024, Djibouti hosted a landmark national workshop focused on updating its tariff system to comply with the latest version of the Harmonized System (HS) of commodity classification. The event formed part of the EU-WCO HS-Africa Programme, funded by the European Union, and brought together 15 key officials from Djibouti Customs under the guidance of WCO experts.
The workshop aimed to enhance understanding of the HS Convention, emphasize the importance of aligning tariff and statistical nomenclatures with international standards, and provide practical support for the tariff update process. Participants also reviewed critical theoretical and practical aspects of implementing HS 2022.
In his opening remarks, Simon Mibrahim, Secretary General of Djibouti's Ministry of Budget, expressed gratitude for WCO's technical support. He emphasized Djibouti Customs' commitment to aligning its tools and procedures with international standards, particularly WCO's global frameworks. Mibrahim highlighted the importance of customs controls, especially commodity classification verification, as a cornerstone of revenue collection—a vital component of Djibouti's national budget. Building on Djibouti Customs' active engagement, WCO experts developed a capacity-building plan to further enhance Djibouti's HS implementation capabilities, to be implemented under the EU-funded HS-Africa Programme.
