Measure 2: Strict SIM Card Registration Limits
Individuals will be restricted to registering a maximum of 10 SIM cards for personal or family use. Any requests exceeding this limit will require documented justification with specific details about intended usage devices. This policy directly targets bulk SIM card purchases historically exploited by fraud networks.
Measure 3: Enhanced Identity Verification Protocols
All new SIM card registrations will mandate biometric authentication to ensure identity consistency. Corporate users face identical requirements, with employees required to complete real-name verification for business-use numbers. Even third-party purchased numbers will remain inactive until proper identity confirmation is completed.
