
The World Customs Organization (WCO), in partnership with Japan Customs, has been quietly shaping the future of global trade through its prestigious Career Development Program (CDP). Often described as the "West Point of customs training," this initiative has become a cornerstone for developing elite customs professionals worldwide.
A New Cohort Begins the Journey
The 2024-2025 WCO-Japan CDP officially commenced on September 3, 2024, welcoming nine customs officers from Cape Verde, Georgia, Kazakhstan, Madagascar, Maldives, Peru, Timor-Leste, Tunisia, and Zambia. These selected professionals gathered at WCO headquarters in Brussels, Belgium, embarking on a transformative 10-month experience as Professional Associates (PAs).
WCO Secretary-General's Vision
On September 16, 2024, WCO Secretary General Ian Saunders hosted a roundtable discussion with the new PAs, emphasizing the program's dual mission. "We expect you to contribute your unique expertise to WCO's work while preparing to implement positive changes in your home administrations," Saunders stated. He particularly highlighted the value of building a global professional network that participants can leverage throughout their careers.
Fifteen Years of Excellence
Since its 2009 launch, the CDP has trained 133 officers from 84 customs administrations. The program's success lies in its immersive approach, combining theoretical learning with practical application across WCO's technical departments:
- Compliance and Facilitation: Hands-on experience in anti-smuggling operations, IP protection, and rules of origin
- Tariff and Trade: Work on customs valuation, commodity classification, and trade facilitation measures
- Capacity Building: Participation in project design, implementation, and evaluation
- Research: Engagement in policy analysis and strategic studies
