Imagine a well-trained, dynamic customs force that not only efficiently performs regulatory duties but also drives institutional transformation through exceptional leadership, ultimately contributing to national economic development. This vision represents the aspirations of the Palestinian Customs Administration and the rationale behind the customized Leadership and Management Development (LMD) workshop designed by the World Customs Organization (WCO).
Program Background: Leadership Needs in a Changing Era
Against the backdrop of increasingly complex global trade and heightened security challenges, customs administrations face unprecedented demands. Palestinian Customs recognized that addressing these challenges requires not only advanced technical equipment but also personnel with exceptional leadership and management capabilities. Consequently, the Director General of the Palestinian Customs Administration requested WCO's assistance in providing specialized leadership and management training for mid-to-senior level officials.
WCO's Tailored Solution: A Customized Approach
The WCO developed a comprehensive 10-day national LMD workshop, held from August 6 to 17, 2017 at the Regional Training Center in Amman, Jordan. The program brought together 16 mid-to-senior level managers from Palestinian Customs headquarters and regional offices. The initiative received funding support from the UK's HM Revenue & Customs and the European Union Customs Fund, ensuring its successful implementation.
Workshop Curriculum: Comprehensive Leadership Development
The LMD workshop covered essential leadership competencies through multiple modules:

Participant Feedback: Transformative Learning Experience
During the closing ceremony, attendees unanimously praised the program's value in strengthening their professional capabilities. Participants expressed gratitude for WCO's support and committed to applying their enhanced skills to advance Palestinian Customs' modernization efforts.
Program Impact: Advancing Customs Modernization
The successful workshop contributed significantly to developing a cadre of skilled leaders within Palestinian Customs. These enhanced competencies will improve trade facilitation, combat smuggling operations, and strengthen national security—ultimately supporting Palestine's economic development.
Future Outlook: Sustained Partnership
The WCO maintains its commitment to supporting Palestinian Customs through continued technical assistance and capacity-building initiatives. This ongoing collaboration aims to further institutional development and contribute to Palestine's socioeconomic progress.
