An efficient customs administration requires not only advanced technological infrastructure but also a professional, dedicated, and dynamic workforce. Sudan Customs is making significant strides in this direction, with substantial support from the World Customs Organization (WCO) accelerating its progress.
From August 20-24, 2017, the WCO conducted a national workshop in Sudan to further strengthen the customs administration's human resource management (HRM) capabilities. This event followed an initial HRM workshop held in December 2016, serving to evaluate progress and refine existing HRM tools. The initiative received funding from the UK's HM Revenue & Customs (HMRC) and technical support from the West Africa Customs Administration Modernization (WACAM) project.
Building Foundations for HRM Reform
Sudan Customs launched its HRM modernization efforts in December 2016 with WCO assistance. A dedicated working group was established to develop strategic HRM policies and competency-based management tools, along with a comprehensive roadmap outlining modernization objectives and expected outcomes.
Workshop Focus: Enhancing Capabilities and Tools
The August 2017 workshop provided Sudan Customs officials with advanced training in key HRM areas:
- Workforce Planning: Aligning staffing with strategic objectives and operational needs
- Job Descriptions: Developing precise position profiles for recruitment, training, and performance management
- Competency Frameworks: Establishing models defining required knowledge, skills, and attributes for various positions
- Performance Evaluation: Implementing objective assessment systems to drive efficiency
- Staff Motivation: Creating development opportunities and incentive structures
Outcomes and Forward Momentum
Participants praised the workshop's productive atmosphere, culminating in an updated HRM implementation roadmap. Sudan Customs' Director General acknowledged the WCO's crucial support across multiple operational areas, particularly in HRM modernization.
