The Moldovan Customs Service (CSM) has taken decisive steps to enhance its operational framework through comprehensive strategic planning and performance measurement initiatives.

Strategic Workshop Marks Pivotal Moment

Under the framework of the Swiss Federal Department of Economic Affairs (SECO) and World Customs Organization (WCO) Global Trade Facilitation Programme (GTFP), Moldovan customs officials participated in an intensive five-day workshop from February 10-14. This event represented a crucial phase in implementing Moldova's GTFP second-stage work plan, focusing on strengthening strategic coordination, governance capabilities, and accountability mechanisms.

The workshop brought together representatives from multiple CSM departments, including Integrity and Supervision, Strategic Management and Customs Cooperation, and Customs Control and Trade Facilitation. Through interactive sessions, participants examined strategic planning challenges while mastering analytical tools including PESTLE and SWOT methodologies, stakeholder mapping, and balanced scorecard techniques.

Performance Measurement Framework

A central component of the workshop involved detailed examination of the WCO Performance Measurement Mechanism (PMM) and its associated Key Performance Indicators (KPIs). The PMM serves as a comprehensive diagnostic tool enabling customs administrations to evaluate operational effectiveness across multiple dimensions:

  • Stakeholder Mapping: Identification and categorization of key domestic and international partners to enhance collaborative governance approaches.
  • Strategic Objectives: Development of an 18-point strategic framework covering critical operational areas including trade facilitation, revenue collection, and border security.
  • Performance Metrics: Creation of 16 new KPIs mapped to eight strategic objectives, supplementing existing WCO PMM indicators.

Ongoing Technical Support

The WCO has committed to continued technical assistance, with follow-up engagements scheduled for early summer to finalize KPI development and implementation strategies. This sustained support aims to ensure alignment between Moldova's customs modernization efforts and international best practices.
