WCO Rail Transport Guide: Addressing Industry Challenges
In recent years, rail transport has become increasingly vital in global trade. Its advantages—large capacity, relatively low costs, and smaller environmental impact—have made it a crucial bridge connecting Eurasia. However, varying customs procedures across regions, inefficient information exchange, and uneven technological adoption have significantly hampered rail transport efficiency and increased trade costs.
As early as 2017, WCO identified these challenges through its Permanent Technical Committee (PTC), initiating discussions on customs-rail cooperation. These covered critical areas including transit declarations, advance electronic data (AED), modern inspection technologies, and passenger controls, laying the foundation for what would become the WCO Rail Project.
In 2019, with support from the Korea Customs Cooperation Fund (CCF Korea), WCO launched the Rail Project. Through field research, surveys, and capacity-building initiatives, it developed specialized tools for rail transport, culminating in the draft Rail Transport Guide approved by the WCO Council in June 2022.

- Strengthening cooperation: Fostering information sharing between customs administrations and with private sector partners to combat smuggling while optimizing clearance processes.
Implementation Through Capacity Building
To ensure effective adoption, WCO's Rail Project includes an ambitious capacity-building program. By Q3 2023, six regional workshops will train customs officials on:
