Imagine your international online purchases arriving as quickly as domestic packages, without customs delays. This vision is becoming reality through a groundbreaking collaboration between the World Customs Organization (WCO) and the Universal Postal Union (UPU).
On November 8-9, 2022, the WCO-UPU Contact Committee held its 42nd meeting, marking a significant milestone in global trade facilitation. The hybrid event, hosted by WCO, brought together experts from 48 customs administrations, 20 designated postal operators, and three international organizations.
Strengthened Partnership for New Challenges
Pranab Kumar Das, Director of WCO's Compliance and Facilitation Directorate, emphasized the critical importance of WCO-UPU collaboration at both international and national levels to address emerging challenges. The UPU Secretariat welcomed new committee members and acknowledged their commitment for the 2022-2025 cycle.
The meeting highlighted the new cooperation agreement signed in May 2022, which significantly upgrades collaboration between the organizations. The enhanced partnership focuses on:
- Information sharing: Establishing advanced mechanisms for pre-arrival package data exchange to accelerate customs clearance
- Technical cooperation: Joint development of new technologies to improve inspection efficiency while maintaining security
- Capacity building: Implementing specialized training programs for customs and postal personnel to handle e-commerce challenges
Global Summit Planned for 2023
The committee announced plans for the inaugural WCO-UPU Global Joint Conference scheduled for June 2023 in Japan. This high-level gathering will convene global experts to develop strategies addressing e-commerce opportunities and challenges.
The summit aims to achieve:
- Clearer policy frameworks for cross-border e-commerce
- Streamlined customs procedures to reduce processing times
- Enhanced security measures to protect consumer interests
Addressing Key Operational Challenges
Participants identified several priority areas for improvement:
- Expanding professional development workshops
- Accelerating implementation of electronic advance data (EAD) systems
- Developing e-commerce-specific trade facilitation measures
- Strengthening security screening protocols
- Improving regulatory coordination
The committee established a joint expert team to enhance data quality and update the WCO-UPU Joint Postal Customs Guide. This initiative aims to provide clearer operational guidance and improve data accuracy for faster processing.
The Critical Role of Electronic Advance Data
The meeting emphasized the transformative potential of EAD systems in modernizing customs clearance:
- Enables pre-shipment declarations for faster processing

- Facilitates seamless information exchange between agencies
As more countries adopt EAD requirements, global clearance times are expected to decrease significantly.
Looking Ahead: The Path to Smart Customs
The committee approved work plans for 2022-2025 and scheduled its 43rd meeting for fall 2023. Future developments may include:
- AI-powered package inspection systems
- Predictive analytics for shipment tracking
